What the official sources say
Under section 4(1) of the Foreign Exchange Regulation Act, 1947, except with Bangladesh Bank's general or special permission, no one in Bangladesh, and no Bangladeshi resident outside it, other than an authorised dealer may buy, sell or exchange foreign exchange with anyone who is not an authorised dealer.
Bangladesh Bank has told the authorised dealer banks that issue international cards to guard against what it calls illegitimate online payments abroad, naming payments for trading in forex or on stock exchanges, online casinos and gambling, and buying crypto currencies or lottery tickets (FE Circular Letter No. 30 of 24 November 2019, which followed Letter No. 26 of 14 November 2019).
