Retail FX leverage and FSA registration in Japan
From 2 official sources, checked 8 October 2026.
What the official sources say
Japan's Financial Services Agency (FSA) says an individual trading over-the-counter FX must deposit and maintain margin of at least 4% of the transaction amount, whatever the currency pair: leverage of at most 25 times. A business offering FX trading to investors living in Japan must be registered as a financial instruments business, and the FSA says an operator licensed abroad may not conduct that business with residents of Japan without registering in Japan.
The FSA publishes the names of businesses that it or a Local Finance Bureau has warned for conducting financial instruments business without registration, with a separate list for overseas operators. It cautions that a business missing from the list may still be operating without registration.
This is a summary of public sources, not legal or tax advice. Rules and hours change: check with your regulator, and with your broker, before you open an account.

- FSA: unregistered businesses that have been warned (Japanese), checked 8 October 2026
